This document is intended for a number of related purposes. First, it is a matter of convincing policy makers and public opinion, both in the United States and the United Kingdom, that it is in their respective national interests to conclude a comprehensive bilateral trade and investment agreement. In particular, it should be noted that the nature of the agreement, which will have the greatest positive impact on the economies of both countries, is an Ista that removes border barriers and leaves behind the trade barriers that lie behind all sectors of the two economies without exception. President Barack Obama has warned that if the U.S. does not ratify the TPP, the Chinese will become the main architects of trade rules. While this is somewhat hyperbolic, there is no doubt that there is continued competition between governments to create trade rules that will become the norm for future agreements. Often these rules have specific business interests in some countries. Currently, dozens of free trade agreements are at different stages of negotiations around the world. In many ways, each is a laboratory for experimenting with creative solutions to some of the most boring forms of protectionism, while some are setting precedents for cumbersome governance protocols. Second, a country`s reform efforts could be hampered by negotiations with less ambitious countries on liberalization.
